Economic Impact
CVW CleanTech has developed a suite of technologies that have the potential to drive significant economic benefits for local Northern Alberta communities, and residents throughout both Alberta and Canada.
CVW CleanTech commissioned a study into the potential economic impacts which would be realized through the implementation of its proprietary CVWTM technologies. Schlenker Consulting Limited was engaged and provided a comprehensive, independent analysis calculating the benefits which could be realized in Alberta and Canada wide.
The full Schlenker Consulting Limited report can be found at the following link:
The economic benefits were calculated for the following indicators:
- Gross Domestic Product (GDP)
- Labour Income
- Provincial Government Revenues
- Federal Government Revenues
- Employment
Economic impacts were estimated using Statistic Canada’s Interprovincial Input-Output model and additional information, and were evaluated for two of CVW CleanTech’s development options:
- The EcoBase development option which allows the recovery of bitumen and solvent, abatement of regulated methane emissions from tailings ponds, and the significant reduction to the volume of volatile organic compounds and secondary organic aerosols currently released to the atmosphere;
- The EcoMax development option which includes all the positive results of the EcoBase project plus the recovery of critical minerals in titanium and zircon concentrates.
The potential impacts have been summarized in the tables below. The values below are presented over a 24 year period including 4 years of construction and a 20 year operating horizon.
Employment Benefits
Implementation of the CVWTM technologies at a single site could create up to 16,500 person-years of employment in Alberta and 24,000 person-years of employment Canada wide over a 24 year period. This includes on-site staff performing construction and operating activities, and additional jobs created due to the positive economics of a CVWTM operation.
Industry wide implementation of the CVWTM technologies could create up to 99,100 person-years of employment in Alberta and 144,300 person-years in Canada over a 24 year period.

Alberta | Canada | Alberta | Canada | |
Employment – EcoMax | 16,521 | 24,044 | 99,129 | 144,262 |
Employment – EcoBase | 5,495 | 7,005 | 32,969 | 42,031 |

Government Revenues
Implementation of the CVWTM technologies would generate significant government revenues for both the Government of Alberta and the Government of Canada. An industry wide implementation of the CVWTM technology could increase Alberta’s total revenues by up to 45 basis points annually.
During the construction period, government revenues would be collected primarily in the form of personal income taxes whereas the operating period would provide government with significant revenues primarily through bitumen royalties and corporate taxes.
A new royalty revenue stream would be created for the Government Alberta through the implementation of CVW CleanTech’s EcoMax development option which produces titanium and zircon products, both of which are not currently produced in Alberta or Canada.
An industry wide implementation of the CWWTM technologies could provide the Government of Alberta and the Government of Canada with up to $8.2 and $8.9 billion dollars of revenue respectively in total over a 24 year period.

GDP
Implementation of the CVWTM technology would have significant positive impacts to the GDP of both Alberta and Canada. Specifically, an industry wide implementation of the CVWTM technology could increase Alberta’s GDP by up to 38 basis points annually.
The economic impacts to GDP include the additional impacts to government revenues and labour income.
